Compares the 2009 GAO Report with the 1998 DOL report from the Working Group on Increasing Pension Coverage and notes that: • The Working Group "did not find hardship withdrawals to be a significant source of leakage;" • There should be more participant education about keeping their assets in their employer's plan; and • The working Group recommended that all DC plans "be required to accept rollovers of cash from other plans."
